Making the most of your Congress:
(1) Plan to get to the Congress EARLY. You will need to park in the garage under City Hall East and then walk to the Congress at City Hall. Continental breakfast will be served from 7:45 to 8:30 am. There will be a roll call of all 95 neighborhood councils promptly at 8:30 am. You want to make sure that someone from YOUR neighborhood council is there! The roll call and the keynote speaker will take only 45 minutes.
(2) There will be three 75-minute sessions, two in the morning and one in the afternoon. Seven programs will be offered during each session. You chose the three programs you want to attend. Bring more people and plan to attend different programs. Everyone is welcome. Parking and lunch are free.
(3) After the afternoon session there will be a "Congress of Neighborhoods" from 2:35 to 3:30 pm. This is an experimental way to return to the intent of the City Charter Article IX, Section 901(c) provision that neighborhood councils can come together, discuss issues, and possibly take collective action at a Congress. For example, in September, the City Council may be considering legislation to regionalize control of neighborhood councils and to switch from an equal funding allowance to a competitive grant system. Might these be issues for councils to discuss and about which to possibly take joint action?
The Congress programs:
There are 21 different programs offered at this Congress. All of them have been designed by neighborhood council people to be practical, how-to types of sessions. In each you will receive a broad overview of the subject and a hand-out with resources you can use to learn more and to take local action.
Ten programs cover basic information that is important for new Board members. Eleven programs cover more advanced topics that may be of interest to experienced Board members OR specialized subjects that may be attractive to anyone with that specific interest. These advanced or specialized programs are indicated with an asterisk (*).
For convenience, the programs are categorized here in sets of three that have something in common. Each set of three is listed in the sequence that it is offered (Session #1, Session #2, Session #3).
There is no magic in the groupings, or in the basic and advanced/specialized categories. Feel free to select any program that interests you during any session. The only exception is the pair of Ethics and Open Government programs in Session #2 and Session #3. You MUST take BOTH in order to obtain a certificate for this state-mandated training.

UPDATE: Program Committee met on Saturday, March 26 at Philippe's
"Increasing Public Participation in Government" will be the theme for the LA City 2011 Congress of Neighborhood Councils to be held at City Hall, Downtown Los Angeles on Saturday, September 24, 2011.
Attached is a copy of the Board Support Resolution for neighborhood councils. Please have your councils agendize and vote as soon as possible. With the cut off for funding requests fast approaching, please expedite. All contributions are appreciated.
If you have not yet designated someone from your NC board to participate in Congress planning meetings, please do so and let me know. Everyone is welcome. The next Congress Planning meeting will be Saturday, April 2. Location to be announced in a few days.
In the meantime, the Program Committee will be meeting this coming Saturday, March 19. This meeting is for anyone interested in organizing workshops, speakers and other "program-related" details so we can then bring them to the full Congress Planning meeting on April 2. Saturday's meeting will be at Homegirl Cafe in Downtown LA. If you have any Program Ideas, please "reply all" to this e-mail. If you would like to join us at this meeting, let me know so we can add you to the RSVP list.

The date for the Los Angeles Citywide Neighborhood Council Congress 2011 has been confirmed to take place at City Hall on Saturday, September 24, 2011.

Citywide Congress Planning Meeting Update for Feb. 20, 2011, Hollywood
Theme: Increasing Public Participation in Government
Location: City Hall
Date: 1st Choice = Sept. 24; 2nd Choice = Sept. 17 and 3rd Choice = October 15, 2011. DONE Staff to confirm date from these choices.
Budget: The sample budget provided by DONE staff will be used as the preliminary budget for now. The committee agreed that the sample resolution provided by DONE from the SFV Congress will be distributed to the NCs with choices ranging from $250, $500, $1,000 or more. NCs providing $1,000 or more will have additional recognition to be determined at a future meeting. Outside fundraising also suggested to be explored now that the Congress theme is known. NC outreach for funding will begin right away.
Logistics: Food and other details will be on the next planning meeting agenda. Heinrich Keifer offered to create a site plan for City Hall.
Program: Committee will meet between now and the next meeting to plan the overall program. This will include outreach to the neighborhood councils for topics, speakers, etc. Committee members are: Marlene Savage, Maggi Fajnor (Planning & Land Use topics), Ivan Spiegel, Tony Wilkinson. Look for surveys and communications from these committee members and get involved with suggestions for the Program. Also, anyone interested in helping to coordinate the written content for the program book, design and other marketing/advertising efforts are invited to get involved.

Thank you to all who participated Saturday, Jan. 15 for the first 2011 Citywide Congress planning meeting and for volunteering to take leadership roles in the various congress planning areas. Congress Budget:
$20,000 is the targeted base cost from prior citywide and regional NC congress events. DONE will bring financial recaps from prior congress events and share at our next meeting.

Citywide Congress of NCs Planning Meeting - Jan. 15, 2011
Hello,
Happy New Year!
It is time to get on track for the Citywide Congress of NCs. Thank you to all who sent notes with interest and support in getting plans for a 2011 Congress officially underway. It is important to have all areas across the City participating.
The first face to face meeting will be on Saturday, January 15 at 2 p.m. at the Hollywood Constituent Center, 6501 Fountain Avenue, Hollywood. Meeting should last about an hour.
Please come prepared to participate in the following tasks that we need to get started on first:
1. Location
2. Budget $$
3. Date
No particular order for the above but once the above details have commitments then we can proceed with other plans.
Other commitments and interests may also be discussed but the first meeting will focus on the above. We will also set the dates for future meetings and start a timeline (countdown) to the event.
If you have an interest in chairing (taking charge) in any areas, please come prepared to do so. If you find that more folks need to be included, invite them. This effort is open to all. DONE staff are also included and we look forward to their participation and assistance. Working together will make this one of the best NC Congress events ever.
